Government Urged on Provision of Hard-to Reach Allowance for Namisindwa

The Ugandan government through the Ministry of Public Service has been urged to consider hard to reach areas in Namisindwa District for hard to reach allowances.


The call was made in a letter dated September 3, 2026 written by Namisindwa District Chairperson, Bwayo Emma to the Public Service Minister. 

According to Bwayo, there is need for government to expedite the process of considering the hard to reach areas for hard to reach allowances so as to overcome challenges like high staff turnover, absenteeism and low attraction of critical professionals especially in the health and education sectors. 

Bwayo says the local governments that require consideration include the sub counties of Bungati, Tsekululu, Mukoto, Buwabwala, Bukhabusi, Bumumali, Bukhaweka, Buwatuwa, Bupoto, Bumbo, Mukhuyu, Bumityero, Bukokho and Luwa Town Council. He says these areas are characterized with remoteness, difficult terrain and inadequate access to essential services. 

Bwayo says that implementation of the hard to reach allowance in these areas will contribute towards improved staffing levels, enhance employee motivation and improve service delivery.
