The Namisindwa District Council meeting turned chaotic after councillors clashed over a land dispute.

The district had planned to utilize land of Bubutu town council to establish a Grade One Magistrate Court and offices for the District Public Prosecutor (DPP).

 


Kitumbesi Bwayo, the Namisindwa district vice chairperson, raised a motion that the Bubutu town council land should be utilized, but Emma Bwayo, the youth male councillor, raised concerns about the ownership. He argued that the title still bears the name of Bubutu Sub-County and not Bubutu Town Council.

Bwayo warned that this could lead to future conflicts. Fred Maina, the councillor representing Bubutu Town Council, vehemently opposed Bwayo's stance, accusing him of trying to sabotage the project.

The disagreement between Emma Bwayo and Maina escalated into a heated argument, with the two councillors almost coming to blows before being restrained by security personnel.

Dorothy Nebokhe Walukawu, the District Speaker, later clarified that the issue of land ownership between the sub-county and town council was a minor matter that could be resolved later as the project progressed. Despite the chaos, the council successfully passed a budget of 42 billion shillings for the 2025/26 financial year.
