Districts Ordered to Recover PDM Loans as Two-Year Grace Period Expires

District Chief Administrative Officers (CAOs), town clerks, and sub-county chiefs have been directed to recover loans disbursed under the Parish Development Model (PDM). 


This follows a circular by the Ministry of Finance, Planning, and Economic Development. 

In Luwero, District CAO Innocent Asaba Birekeyaho moved to implement the directive by ordering officers to supervise parish chiefs and PDM SACCO leaders to ensure timely repayment, identify defaulters, and submit performance reports to his office. 

Asaba emphasized that PDM is a revolving financing facility whose sustainability depends on full and timely repayment by beneficiaries. He further instructed officers to compile lists of beneficiaries due for recovery and ensure that defaulters are followed up on without delay. 

Similar directives have been issued in Nakaseke, Nakasongola, and Tororo districts. In Tororo, a circular dated February 23, 2026, instructed beneficiaries to repay their loans through their respective PDM SACCO Wendi accounts, with SACCO boards and parish chiefs responsible for cascading the message to all members.
