Isabirye replaces David Obua who was sacked in the second round of the just concluded season before Robert Mukasa took over as a caretaker.
It is a homecoming for the former Uganda Cranes player, having managed the club previously and guided them to their last league title during the 2010/2011 season.
The former BUL, Vipers and Express FC tactician also guided the tax collectors under his leadership to the 2012 Uganda cup.
During the unveiling, club CEO Allan Munaaba stated that the return of Isabirye will revive the glory days of the club given his experience and success with the teams he has managed.
