Over
the years, Kapelebyong, Amuria, and Katakwi districts have been the only places
that Karimojong pastoralists cross to graze their livestock.
In
October, the authorities in Kapelebyong banned Karimojong pastoralists from
entering the district due to insecurity. As a result, pastoralists are
stuck with over 20,000 cattle following the prolonged drought that has
continued to hit the region.
Albert
Loduk, a pastoralist, says the water scarcity has hit them hard and they have
nowhere to turn to. According to Loduk, their only hope is the
neighboring districts of Katakwi and Kapelebyong but because of the current
insecurity, they were banned from sharing resources.
John
Bosco Ngoya, the Member of Parliament for Bokora West County in Napak district
said the water crisis has been worsened by an influx of cattle from other
neighboring districts of Moroto and Nabilatuk.
He said the
discussions are ongoing with the leadership from Teso to design strategies on
how best they can share the water sources without causing conflicts between the
two communities.
